US State Department Statement on Generous Donation by the People’s Republic of China

US State Department Statement on the Generous Donation of Signals Encryption Technology and Hardware by the People’s Republic of China — February 6, 2023
The United States has completed its preliminary analysis of the days of transmissions from a balloon sent into United States airspace earlier this month by the People’s Republic of China as well as the aircraft and its systems. We would like to share insights gained from signals analysis as well as hardware retrieved from the end of its flight. Our purpose today is to address the balloon flight in the spirit in which it was likely intended by the People’s Republic of China.
It is worth noting that removing the balloon from United States airspace earlier on its journey was considered, as was de-orbiting the satellites it used to communicate with the People’s Republic of China during its travels. Instead, great gains for America have been made as a result of this donation of material and methods from a key economic partner.
The United States would like to thank the People’s Republic of China for sending this balloon to float above the United States and by doing so granting the United States the opportunity to receive and analyze its communications up close and at our convenience. This has allowed us to learn how to decrypt and encrypt the messages and data sent and received by the balloon and over the satellite network China has in place in space as well. The United States now has a better understanding of the makeup and function of the satellite constellations of the People’s Republic of China as well as the way China’s systems secure their communications.
This new ability for the United States to read, understand and collect all the diplomatic, intelligence, military, and government communication of the People’s Republic of China should going forward, allow our two nations to cooperate and work more closely together than was previously possible. Such increased understanding will allow the United States to better communicate with the People’s Republic of China and also to anticipate any points of friction or disagreement between our two nations in the future even better than was possible before today. Future conflict has become less likely, and the resolution of our differences easier to achieve. The efforts on the part of the Chinese military and government to share this knowledge are to be applauded, and the United States is heartened by China’s spirit of international cooperation and transparency.
